New York Launch of the Start-Up Fund for Safe, Orderly, and Regular Migration

The event will be co-organized by the chairs of the Friends of Migration group in New York and the UN Network on Migration.



In December 2018, the General Assembly adopted the Global Compact for Safe, Orderly, and Regular Migration (GCM). It is the first inter-governmentally negotiated agreement prepared under the auspices of the United Nations covering all aspects of international migration. The GCM recognizes migration as being relevant to all Sustainable Development Goals and is grounded in the 2030 Agenda for Sustainable Development. The goals reviewed in-depth during this year’s High-Level Political Forum are particularly relevant to the GCM. Target 10.7 specifically calls for orderly, safe, and responsible migration, as well as well-managed migration policies.

To support its implementation, the GCM calls for the establishment of the Migration MPTF. The Migration MPTF is both an initial and complementary source of financing, providing seed-funding and promoting partnerships with other sources of funding. Potential synergies between the Migration MPTF and other United Nations funds help realize complementary objectives of the GCM and the 2030 Agenda for Sustainable Development. The Start-up Fund receives voluntary financial contributions by Member States and other stakeholders. It is the only funding mechanism fully dedicated to supporting collective action on migration.

The Migration MPTF is one of the three pillars of the capacity-building mechanism established in the GCM to support its implementation.  It will inform the other components of the capacity-building mechanism: the connection hub that facilitates demand-driven integrated solutions, and the knowledge platform that will consist in an online open data source.





The New York launch of the Migration MPTF will:

i.                    Present the funds’ functions and rationale, and galvanize Member State interest in investing in the fund to support GCM implementation

ii.                  Highlight links between the 2030 Agenda for Sustainable Development and the GCM.


Envisioned Program

Ms. Marta Delgado, Deputy Minister for Multilateral Affairs and Human Rights of Mexico, on behalf of the Friends of Migration group will deliver opening remarks;

The Deputy Secretary-General, Ms. Amina Mohamed, will deliver a key note address;

A brief panel discussion featuring selected donors to the Migration MPTF, UN Resident Coordinator Irena Vojackova Sollorano, and Cheryl Perera, founder of OneChild and migrant representative, will highlight the role of the Migration MPTF in supporting implementation of the GCM.

The event will be moderated by Mr. António Vitorino, the Director General of the IOM as the Coordinator of the UN Network on Migration.

UNICEF Deputy Executive Director Ms. Charlotte Petri Gornitzka will also provide comments as the host of the event.

Principals of the UN Network on Migration Executive Committee, including Mr. Guy Ryder (ILO), Mr. Liu Zhenmin (UNDESA) and Mr. Achim Steiner (UNDP) (tbc) will attend the event.

Refreshments will be served.
