In 2008, the General Assembly decided to hold a second High-Level Dialogue on International Migration and Development during its sixty-eighth session in 2013 (A/RES/63/225). In 2010, the General Assembly requested the Secretary-General to report to the General Assembly, at its sixty-seventh session, on the organizational details of the High-Level Dialogue, including possible themes (A/RES/65/170). In his most recent report on international migration and development (A/67/254), the Secretary-General presented proposals for detailed modalities for the 2013 High-Level Dialogue, which was subsequently held on 3 and 4 October 2013.
As the global lead agency on migration, IOM was requested by its Member States and by the UN General Assembly to participate in and contribute to the HLD, together with its UN partners.
IOM used the 2013 HLD as an important opportunity to improve the governance of migration – in particular as regards the protection of the human rights of all migrants; perceptions of migrants and migration; and reflection of migration in national and global development agendas.
